Do this at your own risk can't guarantee it wil work. Also I would suggest after Lidificer suggestion to use the steam option to check the game conent basically it check all installation to see if there's missing or modified files that need redownload.

It is my biggest complaint with Steam. I had the same thing happen yesterday, bought the disc version to try to avoid downloads, only installed 5 gigs worth, my download restarted ps4. Downloaded up to 20 gigs, when my brother got home yesterday evening I turned the download off so he could have the internet for a bit. Later went to resume and it begins again from scratch. I feel this is totally unnecessary. I have had the process posted above work and fail in the past.

If reason is new version I would say that Steam should handle the situation We have faster and faster connections and usually wasn't necessary I mean. I once had a game restart the download, which I "fixed" by the above process, but the game content they had patched was large.
If they set the game as having a several gig sized file marked "sounds" and another with "textures" and they need to patch one of those the process kinda goes bad. So yeah it took the pre-existing downloaded content but then decided to download it again until it was happy.
Hope this dowsn't happen this time. I think that this was with Shodows or Mordor last year. Deffinately re-validate when it say it has finished just to be sure.
Fortunately it looks like this time the patch was small so it should work out ok. But beware as it certainly isn't a solution nor is it fullproof.

I decide I want my new game more than everything else and so pause everything other than my game. I put my PS4 in rest mode to at least help along my download or maybe even finish it overnight which is when I get the best of my puny internet.
